Install this blender addon(it works for blender 2.74 to 2.79 so keep that in mind) so you can import .xps files, then it's just like ... ,I'm trying to learn how to convert XNA/XPS hair to TS4 but I'm struggling a bit due to the lack of proper tutorials.
