FYI: I had the same issue with Visual Studio 2015. After many of hours trying, I can now do msbuild myproject.csproj /p:DeployOnBuild=true ... , Build file path: points to .csproj. Working directory: none. MSBuild version: MS Build Tools 2013. MSBuild ToolsVersion: 12.0. Targets: Publish.
