What's new in this version:

DNN module patches:
- TFLite models support, including int8 quantized models
- Enabled DNN module build without Protobuf dependency

Improved layers / supported more models:
- ONNX: #23047 Layer normalization, #23219 GELU and #23655 QLinearSoftmax.

Fixes in CANN backend:
